A flat in Rae now costs €3,209 per m², more than in Tallinn itself
For years the rule was simple: the city costs more, the suburbs cost less. Registered deals for 2025 say that no longer holds around Tallinn.
The median apartment deal in Rae vald was €3,209 per m² in 2025. In Harku vald it was €3,137. In Tallinn as a whole it was €2,866.
2025 median apartment deal prices
| Municipality | Median deal, €/m² (2025) | Deals (n) | Change since 2015 |
|---|---|---|---|
| Rae vald | 3,209 | 571 | +124.0% (n=454 in 2015) |
| Harku vald | 3,137 | 295 | +154.3% (n=120 in 2015) |
| Tallinn | 2,866 | 9,102 | +96.3% (n=8,807 in 2015) |
| Viimsi vald | 2,861 | 285 |
Viimsi is now level with Tallinn, €5 apart per m². Rae and Harku are above it. Ten years ago all three suburbs were below the capital: Rae and Harku have both more than doubled since 2015, while Tallinn has not quite doubled.
What this does and does not mean
These medians include every apartment purchase in the area, new and old flats together. A suburb where much of what sells is recently built will show a higher median than a city where many deals are in older blocks.
So this is a statement about what people are paying for the flats that actually change hands, not a claim that an identical flat costs more in Rae than in Tallinn. For like-for-like comparisons within Tallinn by building age and size, use the deal price check.
Houses around Tallinn have doubled too
The typical house deal in Harju county cost €325,000 in 2025 (n=849), against €160,000 in 2015 (n=680). Across Estonia the median house deal rose from €50,500 (n=2,341) to €149,950 (n=2,660), roughly three times the 2015 level.
Plot sales around Tallinn have collapsed
The land that new suburban homes are built on is changing hands far less often. Sales of unbuilt residential plots (hoonestamata elamumaa) in Harju county fell from 2,121 deals in 2021 to 703 in 2025, −66.9%.
Nationally, the median price of unbuilt residential land rose from €6.63/m² in 2015 (n=2,476) to €19.57/m² in 2025 (n=2,016).
Fewer plot sales now may mean fewer new suburban houses later. We will keep watching this series.
